Spain launches national AI strategy
Spain’s Prime Minister Pedro Sánchez unveiled a €1.5B national AI strategy this week, focused on Spanish-language AI capability and AI adoption in Spanish public services.
The strategy, called “España AI 2030”, has four pillars:
-
Spanish-language AI capability. €400M for training Spanish-language foundation models, including a flagship model called “Alba”.
-
Public sector AI adoption. €500M for AI deployment in healthcare, justice, and education.
-
AI skills. €300M for AI education and training, including new university programmes and vocational AI courses.
-
AI startup support. €300M in grants and tax incentives for Spanish AI startups.
The strategy is funded from EU recovery funds, the Spanish national budget, and private sector matching.
Why this matters:
Spain has historically been a smaller player in the EU AI race. Germany, France, and the Netherlands have more developed AI ecosystems. The España AI 2030 strategy is Spain’s attempt to catch up.
The Spanish-language focus is strategically important. Spanish is the fourth most-spoken language in the world, with over 500 million speakers. Most current AI models are heavily English-biased. Spanish-language AI is a real commercial and cultural opportunity.
The Alba model is particularly interesting. Spain is betting that a national flagship model can compete with US foundation models in Spanish-speaking markets. The bet is plausible — Spanish-language AI applications are a market the US labs underserve.
Practical considerations:
Spanish organisations interested in the strategy should:
-
Alba partnership opportunities. Alba will be developed by a consortium of Spanish universities and companies. Partnership applications open in Q1 2026.
-
Public sector AI deployment. Spanish public sector organisations can apply for funding to deploy AI in healthcare, justice, and education. Applications open in Q2 2026.
-
AI education programmes. Spanish universities are launching new AI undergraduate and graduate programmes. Applications open in Q3 2026 for the 2027 academic year.
-
Startup grants. Spanish AI startups can apply for grants up to €5M. The grant programme is run by CDTI (Centro para el Desarrollo Tecnológico Industrial).
The EU context:
The Spanish strategy is one of several national AI strategies in the EU. Other EU countries with active strategies include:
- Germany: €8B AI action plan (2024).
- France: €5B AI strategy (2024).
- Italy: €4B AI strategy (2025).
- Spain: €1.5B España AI 2030 (2026).
- Netherlands: €2B AI Invest NL (2026).
Total EU national AI investment commitments: roughly €30B. Compare to US private AI investment (~$150B in 2025) and Chinese state AI investment (~$80B). The EU is competitive in strategy but not in spending.
The EU is also pursuing pan-EU AI initiatives, including the sovereign AI cloud (€20B proposed), the EuroHPC AI supercomputer network, and the AI Office. The national strategies complement the pan-EU initiatives.
For Spanish AI, the strategy is a tailwind. For the broader EU AI ecosystem, the strategy is a sign that the EU is serious about competing in the global AI race.
